MIDDLESBROUGH Council has contingency plans for an earthquake and nuclear attack (what are the chances of these happening?) but executive councillor for community protection Cllr Coppinger (Trumpet Voluntary, 19.01.10) admits that "we never seem to be totally prepared for bad weather".

Why? He has approximately nine months a year to prepare. Maybe he and colleagues should follow one of Mayor Mallon"s golden rules "failure to plan is planning to fail".
