Summary


The silly season is upon us judging by recent proposals to raise the age of criminal responsibility to 14 years, and a forthcoming Government intention to formally express its regret for countenancing slavery over 200 years ago.

Robert Allen, of the Youth Justice Board, has produced a paper for the Centre for Crime and Justice Studies, finding it anomalous that while young people can't vote or buy intoxicants until 18, they are held accountable for crimes at ten years of age.
