New fathers could take a year's paid leave to look after their babies under plans outlined by one of Tony Blair's closest allies today - Darlington MP Alan Milburn.

The former health secretary today said families could be allowed to choose which parent claimed parental leave and pay for the first 12 months after the birth of their child.
