A key theme of the recent BCC conference was the continuing burden of regulation on small businesses. Isabella Moore, BCC President made reducing the regulatory burden a central theme of her speech after figures released by the British Chambers of Commerce revealed that the cost to businesses of regulations introduced since 1997 has rocketed to pounds 30bn, a rise of 46 per cent. In 2003 British business was faced with the bill for an extra pounds 9bn.

European regulations accounted for 40 per cent of all regulations affecting British businesses, including the Working Time Regulations - the single most expensive burden to be placed on business, costing over pounds 10bn since its introduction five years ago.
