Summary
I HAVE no objection to what the mayor and various councillors have to say about litter dropping, they all appear to want some form of punishment for the offender - a warning, in some cases, may be appropriate.
Where the councillors are missing the point is when the litter dropper has been requested to pick up the litter and refused to do so, he/she should be deemed to have committed two offences - dropping the litter and then refusing to pick it up.
